It is impossible to read the Egyptian scene after the thirtieth of June in isolation from the scale of the transformations witnessed by the state’s institutions.
- Foremost among them the Ministry of Interior, which found itself facing exceptional challenges imposed by the circumstances of that exceptional stage in the nation’s history.
- Egypt went through difficult years in which it faced unprecedented security challenges under the slogan of (creative chaos), ranging from escalating terrorist operations to attempts to target and tear down state institutions and spread chaos; we lived through its stages and details on the ground, which put the police to a real test to re-impose the rule of law and protect the security of citizens.
- Thanks to the cohesion between the Egyptian Armed Forces and the police, “sons of the Egyptian people”, and their working as one in confronting terrorism and defeating it with the blood of the martyrs, sacrifice and self-sacrifice in performing their duty and their trust towards the homeland and its noble people, security and stability were restored, which paved the way for the state to complete the march of building and development.
Confronting terrorism was one of the most prominent files that imposed themselves on the state’s agenda, * The security services, in cooperation with the armed forces and all the other state institutions, fought a long battle against the armed organizations, during which they succeeded in eliminating many terrorist hotbeds and undermining their capabilities, which was gradually reflected in the restoration of the concept of the state and its institutions and the improvement of security and stability indicators throughout the country.
- Since then the Ministry of Interior has undergone a wide-ranging development according to a new plan and strategy, which was not limited to modernizing equipment and gear or supporting logistical capabilities, but also included rebuilding the system of security work and the police forces on more efficient and professional foundations, in accordance with the legal and international standards for the use of force in confronting violence, with expanded reliance on modern technology in detecting crimes, the development of command and control rooms, and the strengthening of analysis, information and investigation capabilities, which has contributed to uncovering many crimes before they are committed, arresting perpetrators quickly after they occur, and raising the speed of response to changing security challenges.
- At the same time, the role of the Ministry of Interior is no longer limited to maintaining security and pursuing outlaws; it has extended to developing the services provided to citizens, as the departments of civil status, passports, traffic, criminal investigation, information, combating information technology crimes and others have witnessed a remarkable leap in digital transformation, and many services are now completed electronically or in record time, reflecting a trend towards providing a more efficient and higher-quality service in line with the state’s vision of modernizing the administrative apparatus and facilitating services for citizens.
- The quality of security services, the speed of response, respect for human rights, the protection of public morals in society and confronting thuggery, violence, drug crimes and cybercrime quickly and effectively within a few hours win public satisfaction and praise for the role of the Ministry of Interior in confronting everything that disturbs security and safety, as the role of security turns from mere law enforcement into building a real partnership with citizens to protect lives, property and public morals, in addition to its prominent role in providing foodstuffs to support families through the Aman system.
- Security is not an end in itself; rather, it is the foundation on which development rests: there is no investment without stability, no development without protecting the nation’s resources, and no projects can achieve their goals in an environment of turmoil.
- From this standpoint, the improvement of the security situation, the development of security services and the speed of response were among the factors that helped implement national and private projects, attract investment, improve the climate of work and production, increase tourist numbers and provide an atmosphere of security and safety for citizens and visitors to our protected Egypt at the hands of its sons in the Egyptian police forces. Besides the role of Egyptian police units in United Nations peacekeeping operations, which have won international praise for successive years.
- However, any successful experience still needs continuous development to keep pace with the rapid and changing security challenges in the age of modern technology and the enormous development that accompanies it, some of it useful and some of it targeting society, which requires continuing to modernize working tools, qualifying cadres, efficient management of security crises, strengthening the relationship between the policeman and the citizen, and engaging in the process of rebuilding awareness as a basic pillar for entrenching community security and the rule of law.
- Experience has proven that the strength of the state is measured not only by its ability to confront dangers, but also by its ability to develop its institutions, absorb experiences and the lessons of the past, and plan well to confront new crimes.
- In this context, many see 30 June as a milestone that redrew the features of the Egyptian state and helped restore the role of the national institutions, foremost among them the Ministry of Interior, so that it could continue to perform its mission of protecting the homeland, safeguarding the security of citizens and preparing the right environment for the march of development, which is still continuing to achieve security and prosperity for society.
So a special salute to the Minister of Interior and all its leaders and men loyal to the homeland
